构建我国铁路运营组织监管的新体制
【中文摘要】从90 年代开始，我国铁路业进入到一个大发展阶段。随着铁路业投资主体日
益多元化，铁路运营组织的市场化运作，各种矛盾也纷纷踏来，诸如盈利性问题、公共物品
实现、定价问题、接入问题等等。这些都为铁路业重新构建监管体制提出了新的要求。本文
从现代监管体制的独立性、公平性、透明性原则出发，讨论铁路运营组织监管体制与传统的
行业管理模式的异同，分析铁路运营组织的现代监管体制的目标以及建立我国铁路监管体制
的设想。

Framework for the Construction of the New System of
Chinese Railway Operator Regulation
[Abstract] From the beginning of 1990s, railway industry entered the new stage in our country.
With the deepening of the market economy and the quickening of the marketalization of the
railway, the present system can not meet the requirements, it is urgent to construct a new water
regulation system that is in conformity with the market economy. This paper tempts to analysis
aims of modern railway operator regulation and design framework for the construction of new
system of Chinese railway operator regulation.
